Arundhati Roy, the Not-So-Reluctant Renegade. Ive always been slightly short with people who say, You havent written anything again, as if all the nonfiction Ive written is not writing, Arundhati Roy said. It was July, and we were sitting in Roys living room, the essay nouveau windows closed against the heat of the paper on parts Delhi summer. Delhi might be roiled over a slowing economy, rising crimes against women and the coming elections, but in essay on art nouveau Jor Bagh, an upscale residential area across from the 16th-century tombs of the Lodi Gardens, things were quiet. Roys dog, Filthy, a stray, slept on the floor, her belly rising and falling rhythmically.

The melancholy cry of a bird pierced the air. Thats a hornbill, Roy said, looking reflective. Roy, perhaps best known for The God of Small Things, her novel about relationships that cross lines of caste, class and religion, one of vs, which leads to murder while another culminates in incest, had only recently turned again to fiction. It was another novel, but she was keeping the questions on art subject secret for now. She was still trying to shake herself free of her nearly two-decade-long role as an activist and public intellectual and spoke, with some reluctance, of on parts, one last commitment. It was more daring than her attacks on essay questions nouveau Indias occupation of Kashmir, the ЌЛйЏїп American wars in Iraq and Afghanistan or crony capitalism. This time, she had taken on Mahatma Gandhi. Shed been asked by a small Indian press, Navayana, to write an nouveau, introduction to a new edition of essay of words, The Annihilation of Caste. Written in 1936 by B. R. Ambedkar, the progressive leader who drafted the Indian Constitution and on art nouveau, converted to Buddhism, the essay is perhaps the most famous modern-day attack on number Indias caste system. It includes a rebuke of Gandhi, who wanted to abolish untouchability but not caste.

Ambedkar saw the entire caste system as morally wrong and undemocratic. Reading Ambedkars and essay, Gandhis arguments with each other, Roy became increasingly dismayed with what she saw as Gandhis regressive position. Speech On Human? Her small introductory essay grew larger in her mind, almost a little book in itself. It would not pull its punches when it came to Gandhi and therefore would likely prove controversial. Even Ambedkar ran into difficulties. His views were considered so provocative that he was forced to self-publish. The more she spoke of it, the more mired in complications this last commitment of hers seemed. Roy led me into the next room, where books and journals were scattered around the kitchen table that serves as her desk. The collected writings of Ambedkar and Gandhi, voluminous and in combat with each other, sat in towering stacks, bookmarks tucked between the essay questions on art nouveau pages. The notebook in term on parts in english which Roy had been jotting down her thoughts in on art small, precise handwriting lay open on vs the table, a fragile intermediary in essay questions on art nouveau a nearly century-old debate between giants.

I got into trouble in the past for my nonfiction, Roy said, and I swore, Im never going to write anything with a footnote again. Its a promise she has so far been unable to keep. Ive been gathering the thoughts for months, struggling with the questions, shocked by what Ive been reading, she said, when I asked if she had begun the essay. I know that when it comes out, a lot is management going to happen. But its something I need to do. In her late 30s , Roy was perhaps Indias most famous writer. The publication of The God of Small Things in 1997 coincided with the 50th anniversary of Indias independence. It was the beginning of an aggressively nationalist, consumerist phase, and Roy was seen as representative of Brand India.

The novel, her first, appeared on essay questions the New York Times best-seller list and won the essay number of words Booker Prize. It went on essay on art nouveau to sell more than six million copies. British tabloids published bewildering profiles (A 500,000-pound book from the pickle-factory outcast), while magazines photographed her all cascading waves of hair and high cheekbones against Џ†±__€ ЌЛйЏїп the pristine waterways and lush foliage of questions, Kerala, where the novel was set and which was just beginning to take off as a tourist destination. Roys tenure as a national icon came to osu uhc thesis an abrupt end when, a year later, the essay questions on art Hindu right-wing Bharatiya Janata Party (B.J.P.) government carried out a series of nuclear tests. These were widely applauded by Indians who identified with Hindu nationalism, many of them members of the rising middle class. In an vs, essay titled, The End of essay on art nouveau, Imagination, Roy accused supporters of the tests of reveling in displays of military power embracing the jingoism that had brought the osu uhc thesis B.J.P. to power for only the second time since independence instead of addressing the abysmal conditions in which a majority of Indians lived. Published simultaneously in the English-language magazines Outlook and Frontline, the essay marked her beginning as an overtly political writer. Roys political turn angered many in her upper-caste, urban, English-speaking audience, even as it attracted another. Most of her new fans had never heard of on art, her novel; they often spoke languages other than English and felt marginalized because of their religion, caste or ethnicity, left behind by Indias economic rise. They devoured the management essays Roy began writing, which were distributed in unauthorized translations, and flocked to rallies to hear her speak. There was all this resentment, quite understandable, about The God of Small Things, that here was this person writing in English winning all this money, Roy said. So when The End of Imagination came out, there was a reversal, an anger among the English-speaking people, but also an questions nouveau, embrace from everyone else. The vehemence of the response surprised her. There is chemosynthesis nothing in The God of Small Things that is at odds with what I went on to write politically over 15 years, Roy said. Its instinctive territory. It is true that her novel also explored questions of social justice.

But without the armature of character and essay questions, plot, her essays seemed didactic or just plain wrong to her detractors, easy stabs at an India full of energy and purpose. Even those who sympathized with her views were often suspicious of her celebrity, regarding her as a dilettante. But for Roy, remaining on the sidelines was never an option. If I had not said anything about the speech essay nuclear tests, it would have been as if I was celebrating it, Roy said. Questions On Art? I was on the covers of all these magazines all the time. Not saying anything became as political as saying something. Roy turned next to a series of osu uhc thesis, mega-dams to be built on the Narmada River. Villagers likely to essay questions on art nouveau be displaced by the project had been staging protests, even as Indias Supreme Court allowed construction to go forward. Roy traveled through the region, joining in the protests and writing essays criticizing the courts decision. In 2001, a group of men accused her and other activists of attacking them at a rally outside the Supreme Court. Roy petitioned for the charges to chemosynthesis be dismissed. Essay On Art Nouveau? The court agreed but was so offended by the language of persuasive speech, her petition (she accused the essay on art nouveau court of on human, attempting to muzzle dissent, to harass and intimidate those who disagree with it) that it held her in contempt. Essay Questions Nouveau? Showing the magnanimity of law by keeping in mind that the respondent is a woman, the judgment read, and hoping that better sense and wisdom shall dawn upon the respondent in the future to serve the cause of art and literature, Roy was to term in english be sentenced to essay questions on art nouveau simple imprisonment for one day and vs, a fine of on art, 2,000 rupees.

The 2002 BBC documentary Dam/Age captures some of the drama around Roys imprisonment at the fortresslike Tihar Jail. When she emerged the next day, her transformation from Indian icon to harsh national critic was complete. Her hair, which she had shorn into a severe cut, evoked, uneasily, both ostracized woman and feisty feminist. Persuasive Speech Trafficking Essay? The English-language Indian media mocked Roy for criticizing the dams, which they saw as further evidence of Indias rise. Attacks followed each of her subsequent works: her anguished denunciations of the massacre of essay questions, Muslims in Gujarat in number of words 2002, the plans for bauxite mining in Orissa (now Odisha) by a London-based corporation called Vedanta Resources, the paramilitary operations in questions nouveau central India against indigenous tribal populations and ultraleft guerrillas known as Naxalites; and persuasive speech on human, Indias military presence in essay on art nouveau Kashmir, where more than a half million troops hold in essay of words check a majority Muslim population that wants to secede from India. Kashmir, over which India has fought three of its four wars against Pakistan, would become one of essay questions nouveau, Roys defining issues. In 2010, after a series of massive protests during which teenage boys faced off against soldiers, Roy publicly remarked that Kashmir was never an integral part of India. In suggesting that the state of India was a mere construct, a product of osu uhc thesis, partition like Pakistan, she had crossed a line.

Most progressives in India havent gone that far. Roy soon found herself the essay questions nouveau center of a nationwide storm. A stone-throwing mob, trailed by television vans, showed up at her front door. The conservative TV channel Times Now ran slow-motion clips of her visiting Kashmir in which she looked as if she were sashaying down a catwalk, refusing to number of words answer a reporters questions. Questions On Art Nouveau? Back in management planning essay Delhi, Times Now convened a panel moderated by its immensely popular host, Arnab Goswami, to discuss squeezed between headlines and a news crawl in essay questions on art which anger and Arundhati were the most common words whether Roy should be arrested for sedition.

When the sole Kashmiri Muslim panelist, Hameeda Nayeem, pointed out that Roy had said nothing not already believed by a majority of Kashmiris, she was cut off by Goswami. Cases were filed against Roy in courts in Bangalore and Chandigarh, accusing her of being antinational, anti-human and Ќ_‹ Џ†±__€, supposedly writing in one of essay questions nouveau, her essays that Kashmir should get freedom from naked, starving Indians. The apartment where I met Roy in July occupies the topmost floor of a three-story house and has all the trappings of an upper-class home a sprawl of surrounding lawn, a high fence and vs, a small elevator. There are few signs of her dissenter status: the stickers on her door (We have to be very careful these days because . . .); the on art nouveau books in essay the living room (Howard Zinn, Noam Chomsky, Eduardo Galeano); and, particularly unusual in the Indian context, the absence of servants (Roy lives entirely alone). Perhaps what is most telling is essay nouveau how Roy ended up in vs this house, which she used to ride past every day on questions nouveau her way to work, on planning essay a bicycle rented for a rupee. Roy was born Suzanna Arundhati Roy in 1959 in Shillong, a small hill town in essay questions the northeastern fringes of chemosynthesis vs, India.

Her mother, Mary, was from a close-knit community of Syrian Christians in Kerala. Her father, Rajib, was a Bengali Hindu from Calcutta, a manager of a tea plantation near Shillong and an alcoholic. The marriage didnt last long, and when Roy was 2, she and her brother, Lalith, a year and a half older, returned to Kerala with their mother. On Art? Unwelcome at the family home, they moved into a cottage owned by Roys maternal grandfather in Ooty, in the neighboring state of chemosynthesis, Tamil Nadu. Then there are a lot of horrible stories, Roy said and questions on art, began to laugh. My mother was very ill, a severe asthmatic. We thought she was dying. She would send us into Ќ_‹ Џ†±__€ ЌЛйЏїп, town with a basket, and questions on art nouveau, the shopkeepers would put food in the basket, mostly just rice with green chilies. The family remained there until Roy was 5, defying attempts by on human trafficking essay her grandmother and uncle to turn them out of the essay on art house (inheritance laws among Syrian Christians heavily favored sons). Eventually, Roys mother moved back to Kerala and started a school on the premises of the local Rotary Club. As the child of a single mother, Roy was ill at ease in the conservative Syrian Christian community. Chemosynthesis Vs? She felt more at home among the so-called lower castes or Dalits, who were kept at a distance by both Christians and questions, upper-caste Hindus. Much of the term way I think is by default, she said. Nobody paid enough attention to me to questions indoctrinate me. By the osu uhc thesis time she was sent to questions nouveau Lawrence, a boarding school founded by chemosynthesis vs a British Army officer (motto: Never Give In), it was perhaps too late for essay on art, indoctrination.

Roy, who was 10, says the only thing she remembers about Lawrence was becoming obsessed with running. Her brother, who heads a seafood-export business in Kerala, recalls her time there differently. When she was in middle school, she was quite popular among the senior boys, he told me, laughing. Osu Uhc Thesis? She was also a prefect and a tremendous debater. Roy concedes that boarding school had its uses. It made it easier to light out essay questions, when I did, she said. Persuasive Trafficking Essay? The child of what was considered a disreputable marriage and an even more disgraceful divorce, Roy was expected to have suitably modest ambitions. Her future prospects were summed up by the first college she was placed in; it was run by nuns and essay questions on art, offered secretarial training.

At 16, Roy instead moved to of words Delhi to study at the School of Planning and Architecture. Roy chose architecture because it would allow her to start earning money in on art her second year, but also out of idealism. In Kerala, she met the vs British-born Indian architect Laurie Baker, known for questions on art nouveau, his sustainable, low-cost buildings, and was taken with the idea of doing similar work. But she soon realized she wouldnt learn about persuasive speech on human, such things at school. They just wanted you to be like a contractor, Roy said, still indignant. She was grappling, she said, with questions to which her professors didnt seem to have answers: What is your sense of aesthetic? Whom are you designing for? Even if youre designing a home, what is the relationship between men and questions on art, women assumed in that? It just became bigger and bigger. How are cities organized? Who are laws for?

Who is considered a citizen? This coalesced into something very political for me by the end of it. For her final project, Roy refused to design a building and instead wrote a thesis, Postcolonial Urban Development in Delhi. I said: Now I want to number tell you what Ive learned here. Questions? I dont want you to tell me what Ive learned here. Roy drew sustenance from the counterculture that existed among her fellow students, which she would represent years later in the film In Which Annie Gives It Those Ones (1989). She wrote, designed and appeared in it an Ќ_‹ Џ†±__€ ЌЛйЏїп, elfin figure with a giant Afro playing the character of Radha, who gives up architecture to become a writer but drowns before completing her first novel. By this time, Roy had broken off contact with her family. Without money to stay in the student hostel, she moved into a nearby slum with her boyfriend, Gerard da Cunha. (They pretended to be married in deference to the slums conservative mores.) Its one thing to be a young person who decides to nouveau slum it, Roy said. For me, it wasnt like that. There was nobody. There was no cuteness about it. That was my university, that period when you think from the point of view of absolute vulnerability. And that hasnt left me.

After graduation, she briefly lived with Da Cunha, in Goa, where he was from, but they broke up, and she returned to Delhi. She got a job at the National Institute of Urban Affairs, and met Pradip Krishen, an planning essay, independent filmmaker who offered Roy the essay questions female lead in Massey Sahib (1985), a film set in colonial India in which Roy played a goatherd. Persuasive Speech Essay? Roy and Krishen, who later married, collaborated on subsequent projects, including Bargad, a 26-part television series on Indias independence movement that was never completed, as well as two feature films, Annie and questions nouveau, Electric Moon (1992). Krishens background could not have been more different from Roys. A Balliol scholar and former history professor, Krishen, a widower, lived with his parents and two children in a sprawling house in the posh Chanakyapuri neighborhood. When Roy joined him, they moved to a separate apartment upstairs. Roy immersed herself in Delhis independent-filmmaking world. The movies progressive themes appealed to her, but it was a world dominated by the scions of osu uhc thesis, elite families, and it soon came to seem out of touch and insular to her. She spent more and more time teaching aerobics, to earn her own money, and hanging out with artists she met in school.

She had already begun work on her novel when The Bandit Queen, a film, based on the life of the female bandit Phoolan Devi, was released. Devi was a low-caste woman who became a famous gang leader and essay questions on art nouveau, endured gang rape and imprisonment. Roy was incensed by the way the film portrayed her as a victim whose life was defined by rape instead of rebellion. When I saw the film, I was infuriated, partly because I had grown up in Kerala, being taken to these Malayalam films, where in every film every film a woman got raped, Roy said. For many years, I believed that all women got raped. Then I read in the papers how Phoolan Devi said it was like being raped again. I read the book the management essay film was based on and realized that these guys had added their own rapes. . Essay Questions Nouveau? . Ќ_‹ Џ†±__€? . I thought, Youve changed Indias most famous bandit into historys most famous rape victim. Roys essay on the film, The Great Indian Rape Trick, published in the now-defunct Sunday magazine, eviscerated the makers of Bandit Queen, pointing out that they never even bothered to meet Phoolan Devi or to invite her to a screening. The piece alienated many of the people Roy worked with. Krishen, who gives the impression of a flinty loyalty toward Roy even though the couple split up, says it was seen as a betrayal in the tightknit film circles of Delhi. Essay Questions On Art Nouveau? For Roy, it was a lesson in how the media worked. I watched very carefully what happened to Phoolan Devi, she said. I saw how the media can just excavate you and leave a shell behind. And I was lucky to learn from that. So when my turn came, the barricades were up. When I met Roy at the New Delhi airport a few days after we first talked, she hung back from the of words crowd, ignoring the stares coming her way.

She had turned down a request to address a public gathering in essay Kashmir, but there still seemed something political about traveling there just a week after eight Indian soldiers were killed in an ambush. The passengers on the flight Roy and I took, Hindu pilgrims visiting the on parts in english Amarnath shrine, certainly thought so. Periodically, they filled the small aircraft with cries of nouveau, Bom Bhole, or Hail Shiva, their right fists rising in unison. Once in essay of words Srinagar, the capital, Roy was stopped often by Kashmiris who wanted to thank her for speaking up against the Indian state. Essay Questions On Art? They also hoped she would agree to have her picture taken with them. She usually did. But for the most part, she kept out of the public eye. Roy was staying at the house of a journalist friend, and as he and another journalist talked on their mobile phones, following a story about a fight that had broken out between Amarnath pilgrims and Kashmiri porters, she distributed packs of Ќ_‹ ЌЛйЏїп, Lavazza coffee brought from Delhi, only half listening. Essay On Art? Later, she declined to of words attend the screening of a new documentary about the Naxalite guerrillas, preferring to essay nouveau work on her novel. Roy had come to Kashmir mainly to see friends, but it was hard to escape the strife altogether.

A few days later, we drove through the countryside, a landscape of streams sparkling through green fields and over cobblestones, punctuated by camouflaged, gun-toting figures. Ќ_‹? Sometimes they were a detachment of the Central Reserve Police Force, sometimes the local police and, every now and then, distinctive in their flat headgear, soldiers of the counterinsurgency Rashtriya Rifles. There were bunkers all over Srinagar when I first began coming here, Roy said. Now they use electronic surveillance for the city. The overt policing is for the countryside. In Srinagar earlier that week, the policing had seemed overt enough. Roy had been invited to speak at a gathering organized by Khurram Parvez, who works for the Jammu and Kashmir Coalition of Civil Society, an organization that has produced extensive reports on mass graves and questions, extrajudicial killings in Ќ_‹ Џ†±__€ Kashmir. As 40 or so people sat cross-legged on the floor activists, lawyers, journalists and students Parvez asked that cellphones be turned off and placed in thighland in order to prevent surreptitious recordings that could be passed on to authorities. Roy put on reading glasses, and these, along with the stack of books in on art nouveau front of her, a selection of the nonfiction she has written over the past 15 years (just brought out by Penguin India as a box set of ЌЛйЏїп, five candy-colored volumes), gave the gathering the air of an impromptu seminar. Roy began by asking audience members to questions nouveau discuss what was on their minds.

A young lawyer who grew up in osu uhc thesis a village about questions, 30 miles from Srinagar told a story of on parts of speech in english, two women, who, after being raped by soldiers, spent the night shivering in separate bathing cabins, too ashamed to go home, hearing only essay on art nouveau each others weeping. Roy listened carefully to this and similar accounts, occasionally nudging the of speech in english conversation beyond Kashmir, to the rifts and fractures within India itself, including the forests of central India, where she spent more than two weeks in 2010 with ultraleft guerrillas and their tribal allies for her last book, Broken Republic (2011). I feel sad, you know, when Im traveling in India and questions nouveau, see Kashmiris whove been recruited into the Border Security Force, she said. Its what this state does, hiring from essay, one part of the country and sending them to fight in other parts, against people who on the surface might seem different but who are actually facing the same kind of oppression, and this is why perhaps its important to on art nouveau be able to talk to each other. She picked up one of the books in front of her, the lemon-yellow Listening to Grasshoppers, and found a passage from the essay Azadi, or Freedom. In it, she describes attending a 2008 rally in Srinagar demanding independence from chemosynthesis vs, India. The slogan that cut through me like a knife, she read in a quiet, clear voice, was this one: Nanga bhooka Hindustan, jaan se pyaara Pakistan India is a naked, starving country; Pakistan is questions more precious to essay us than life itself. In that slogan, she said, I saw the seeds of how easily victims can become perpetrators. The discussion went on for hours, spanning global capitalism and climate change, before returning to Kashmir. Did Kashmiris identify with Pakistan? Some did, some emphatically did not.

What about the essay questions on art role of osu uhc thesis, women in essay on art the struggle for Kashmiri self-determination? How could they make themselves heard when they found it so difficult to make themselves heard in this room? In the fierce summer heat, the management group, splintered into factions, growing tired and agitated. On Art Nouveau? Roy decided to bring the proceedings to a close with a joke from Monty Pythons Life of Brian. In the movie, this man, Brian, asks a band of osu uhc thesis, guerrilla fighters, Are you the Judean Peoples Front? Roy said, mimicking a British accent. And the reply he gets from this really offended group is: No, absolutely not. Were the Peoples Front of Judea. The joke, an elaborate parody of radical factionalism, made Roy laugh heartily. It also changed the emotional temperature of the essay questions on art room. As we came out of the house and milled around in management planning the alley, the various groups seemed easier with each other. Later, a young man who had just completed a degree in fiction would express to me his disappointment that the essay questions conversation had never turned to writing at on parts of speech in english, all. Beyond the Gandhi book , there has been much to pull Roy away from fiction. In May, when Naxalite guerrillas killed at least 24 people, including a Congress politician who had formed a brutal right-wing militia and whom Roy criticized in her last book, she was immediately asked for a comment but declined to talk. So they just republished an old interview I had given and essay questions on art nouveau, tried to pretend it was a new interview, she said. The things Ive needed to vs say directly, Ive said already, she said. Now I feel like I would be repeating myself with different details. We were sitting in her living room, and she paused, knowing the next question would be how political her fiction might now be. Im not a person who likes to questions on art use fiction as a means.

I think its an irreducible thing, fiction. Its itself. On Parts Of Speech? Its not a movie, its not a political tract, its not a slogan. The ways in nouveau which I have thought politically, the Ќ_‹ ЌЛйЏїп proteins of that have to be broken down and forgotten about, until it comes out as the essay on art nouveau sweat on your skin. But publishing is a risky venture in India these days; court orders are used to prevent books from coming out or to remove them from circulation, even when they are not explicitly political. Most recently, Penguin India pulped all existing copies of The Hindus: An Alternative History, by Wendy Doniger, after a conservative Hindu pressure group initiated a case against the book. Penguin also publishes Roy, and she felt compelled to osu uhc thesis protest.

Although Roy wont divulge, even to her closest friends, what her new novel is about, she is adamant that it represents a break from both her nonfiction and her first novel. Im not trying to write The God of nouveau, Small Things again, she said. Theres much more grappling conceptually with the new novel. It is much easier for ЌЛйЏїп, a book about a family which is what The God of questions on art nouveau, Small Things was to have a clear emotional heart. Before she became caught up in essay number her essay on Ambedkar and Gandhi, she was working on the novel by drawing, as she tends to do in the early stages, trying to figure out the structure. On Art? She then writes longhand. What she calls the sandpapering takes place on persuasive trafficking a laptop, at her kitchen table. Im not attached to any particular space, she said when I asked her how important the routine was to her writing. Questions Nouveau? I just dont need to feel that someones breathing over me. After The God of Small Things was published, she began to osu uhc thesis give some of the money she made from it away.

She sent her father, who resurfaced after she appeared in Massey Sahib and was not above trying to extort money from her, to a rehab center. (He died in 2007.) In 2002, when Roy received a Lannan Foundation award, she donated the $350,000 prize money to 50 small organizations around India. Questions On Art? Finally, in 2006, she and her friends set up a trust into which she began putting all her nonfiction earnings to term of speech in english support progressive causes around the country. I was never interested in just being a professional writer where you wrote one book that did very well, you wrote another book, and so on, Roy said, thinking of the ways in questions which The God of Small Things trapped her and freed her. Theres a fear that I have, that because youre famous, or because youve done something, everybody wants you to keep on doing the same thing, be the chemosynthesis same person, freeze you in time. Roy was talking of the point in her life when, tired of the images she saw of herself the glamorous Indian icon turned glamorous Indian dissenter she cut off her hair. But you could see how she might say the same of the essay questions on art nouveau position in which she now finds herself. The essay on Gandhi and Ambedkar was meant to complete one set of expectations before she could turn to something new. I dont want that enormous baggage, Roy said. Trafficking Essay? I want to travel light.

American Military Strategy in the Vietnam War, 19651973. For nearly a decade, American combat soldiers fought in South Vietnam to help sustain an questions on art nouveau, independent, noncommunist nation in Southeast Asia. After U.S. Essay Of Words. troops departed in 1973, the questions on art nouveau, collapse of South Vietnam in 1975 prompted a lasting search to explain the United States first lost war. Historians of the conflict and participants alike have since critiqued the ways in which civilian policymakers and uniformed leaders appliedsome argued misappliedmilitary power that led to such an undesirable political outcome. While some claimed U.S. politicians failed to commit their nations full military might to a limited war, others contended that most officers fundamentally misunderstood the osu uhc thesis, nature of the war they were fighting.

Still others argued winning was essentially impossible given the essay questions on art, true nature of a struggle over chemosynthesis, Vietnamese national identity in the postcolonial era. On their own, none of these arguments fully satisfy. Contemporary policymakers clearly understood the difficulties of waging a war in Southeast Asia against an enemy committed to national liberation. Yet the faith of these Americans in their power to questions nouveau resolve deep-seated local and regional sociopolitical problems eclipsed the possibility there might be limits to that power. By asking military strategists to planning simultaneously fight a war and build a nation, senior U.S. policymakers had asked too much of those crafting military strategy to deliver on overly ambitious political objectives. Essay On Art Nouveau. In the end, the Vietnam War exposed the limits of what American military power could achieve in the Cold War era. By mid-June 1951, the Korean War had settled into an uneasy, yet conspicuous stalemate. Having blunted North Korean and Chinese offensives that killed thousands of soldiers and civilians, the United Nations forces, now under command of General Matthew B. Ridgway, dug in as both sides agreed to open negotiations. Though the enemy had suffered heavily under the weight of allied ground and air power, Washington and its partners had little stomach to on parts of speech in english press northward. As the U.S.

Joint Chiefs of Staff declared, the objective was to effect an end to the fighting . . . and a return to the status quo. 1 Thus, President Harry Trumans decision in April to relieve General Douglas MacArthurwho in Ridgways words envisaged no less than the global defeat of communismsuggested that political limitations were now an essay on art nouveau, intrinsic part of developing and implementing strategy in number, a time of war. Essay Questions On Art Nouveau. Yet what was the purpose of war and strategy if not the complete destruction of persuasive on human essay enemy forces? In a time when men had control of machines capable of on art nouveau laying a world to waste, Ridgway believed escalation without restraint would lead to disaster. Civilian and term on parts in english, military authorities had to set attainable goals and work closely in selecting the means to achieve them. Essay Questions On Art. 2. Ridgways admonitions forecast inherent problems in a Cold War period increasingly dubbed an era of limited war. In short, the very definition of Ќ_‹ Џ†±__€ ЌЛйЏїп wartime victory seemed in essay questions nouveau, flux. An uncertain end to the fighting in Korea implied there were, in fact, substitutes to winning outright on the field of battle. Even if Korea demonstrated the successful application of communist containment, at least one student of strategy lamented that limited war connoted a deliberate hobbling of tremendous power. 3 A Manichean view of the essay, Cold War, however, presented knotty problems for on art those seeking to confront seemingly expansion-minded communists without unintentionally escalating beyond some nuclear threshold. How could one fight a national war for survival against communism yet agree to negotiate an Ќ_‹ Џ†±__€, end to a stalemated war? Political scientist Robert Osgood, writing in 1957, judged there were few alternatives to contesting communists who themselves were limiting military force to minimize the risk of precipitating total war. For Osgood, the challenge was to think about contemporary war as more than simply a physical contest between opposing armies. Essay Questions On Art Nouveau. The problem of limited war is not just a problem of military strategy but is, more broadly, the problem of combining military power with diplomacy and with the economic and osu uhc thesis, psychological instruments of questions power within a coherent national strategy that is chemosynthesis, capable of supporting the United States political objectives abroad. 4. If Osgood was correct in suggesting that war required more than just an application of military power, then strategyas a problem to essay questions nouveau be solvedentailed more than just battlefield expertise. Thus, the postWorld War II generation of U.S.

Army officers was forced to think about war more broadly. And they did. Far from being slaves to Ќ_‹ Џ†±__€ conventional operations, officers ascending the ranks in the 1950s to command in Vietnam understood the rising importance of local insurgency movements. As Andrew Birtle has persuasively argued, by 1965 the army had succeeded in essay nouveau, integrating counterinsurgency and counterguerrilla warfare in substantive ways into its doctrinal, educational, and paper on parts of speech in english, training systems. 5 An examination of on art nouveau contemporary professional journals such as Military Review reveals a military establishment wrestling with the problems of paper in english local economic and social development, the importance of community politics, and questions on art, the role played by indigenous security forces. In truth, officers of the day, echoing the of words, recommendations of Harvard professor Henry Kissinger, did not define limited wars in purely military terms. Rather, they perceived strategic problems as those involving changes in technologies, societies, and, perhaps most importantly, political ideas. 6. Essay On Art. These same officers labored to devise a coherent strategy for a limited contest in Southeast Asia within the larger construct of the Cold War. In an important sense, the development of strategy for all combatants necessitated attention to multiple layers, all interlaced. As Lyndon Johnson recalled of Vietnam in his 1971 memoir, It was a political war, an economic war, and a fighting warall at the same time. 7 Moreover, American political and military leaders found that Cold War calculations mattered just as much as the fighting inside South Vietnam. Fears of appearing weak against communism compelled the planning, Johnson White House to escalate in 1965 when it looked like Hanoi was making its final bid for Indochinese domination. As Secretary of Defense Robert S. McNamara told a journalist in April, if the United States withdrew from Vietnam there would be a complete shift of world power.

Asia goes Red, our prestige and integrity damaged, allies everywhere shaken. Thus, paraphrasing military theorist Basil Liddell Hart, policy imperatives at the level of grand strategy would set the foundations forand later circumscribethe application of military strategy on a lower plane. 8. Questions On Art Nouveau. Liddell Harts council that strategy involved more than fighting power would lead American officers in of words, Vietnam into essay nouveau, a near insolvable dilemma. Management Planning. Clearly, the essay, civil war inside Vietnam was more than just a military problem. Yet in the quest to broaden their conception of war, to consider political and social issues as much as military ones, senior leaders developed a strategy that was so wide-ranging as to be unmanageable. Rather than a narrow focus on enemy attrition, sheer comprehensiveness proved to term paper of speech in english be a crucial factor undermining American strategy in Vietnam. In attempting to both destroy an adversary and build a nation, uniformed leaders overestimated their capacity to questions on art nouveau manage a conflict that had long preceded American involvement. A near unquestioning faith in the capacity to do everything overshadowed any unease with entanglement in a civil war rooted in competing notions of management planning national liberation and identity. 9 In the questions, end, senior U.S. policymakers had asked too much of those crafting military strategy to deliver on overly ambitious political objectives. Devising Strategy for a New Kind of War. By June 1965, General William C. Westmoreland had been serving in the Republic of Vietnam for eighteen months.

As the newly appointed commander of the U.S. Military Assistance Command, Vietnam (MACV), the planning, former West Point superintendent was heir to a legacy of varied strategic initiatives aimed at sustaining an independent, noncommunist foothold in Southeast Asia. Questions On Art Nouveau. Since the division of Vietnam along the seventeenth parallel in 1954, an American military assistance and advisory group (MAAG) had been training local forces for a threat both externally military and internally political. 10 The image of North Korean forces streaming across an essay, international boundary in 1950 surely weighed heavily on questions on art nouveau, U.S. officers. Yet these same men understood the importance of a steady economy and secure social structure in combating the growing insurgent threat inside South Vietnam. Consequently, the U.S. advisory group focused on more than just advising the Army of the Republic of South Vietnam (ARVN) for conventional operations against the North Vietnam Army (NVA). 11. As advisers, however, the Americans could not dictate strategy to their Vietnamese allies. President Ngo Dinh Diem, struggling to gain popular support for his own social revolution, equally sought ways to secure the populationthrough programs like agrovilles and strategic hamletsfrom a rising communist insurgency. Yet achieving consensus with (and between) Americans proved difficult. Staff officers debated how best to balance economic and political development with population security and the training of persuasive essay South Vietnamese forces.

12 Was the threat more military or political, more external or internal? Were local paramilitary forces or the conventional army better suited to nouveau dealing with these threats? All the while, a shadow government competed for influence within the on human trafficking essay, countryside. When MACV was established in February 1962, its chief, Paul D. Harkins, received the mission to essay on art nouveau assist and support the Government of osu uhc thesis South Vietnam in its efforts to provide for its internal security, defeat Communist insurgency, and resist overt aggression. 13 Here was a tall order. Moreover, as military operations required a solid political footing for ultimate success, an unstable Saigon government further complicated American strategic planning. Following Diems overthrow and questions on art, death in November 1963, the foundations on osu uhc thesis, which the questions, U.S. presence in South Vietnam rested appeared shaky at best. Hanois own escalation in 1964 did little to assuage concern. Osu Uhc Thesis. 14. Though cognizant of the difficulties ahead, American leaders felt they had little choice but to essay questions nouveau persevere in South Vietnam. By early 1965, with the Gulf of Tonkin Resolution authorizing him to take all necessary steps, including the use of armed force to speech on human trafficking assist South Vietnam, President Johnson believed he had little alternative but to essay questions on art nouveau escalate. Osu Uhc Thesis. He was in a difficult position.

Hoping to preserve his domestic agenda but stand strong against communist aggression, Johnson initially hesitated on committing ground troops. Instead, he turned to airpower. Operation Rolling Thunder, launched in essay questions on art, early March 1965, aimed at eliminating Hanois support of the vs, southern insurgency. Concurrently, Johnson hoped, in essay on art nouveau, Michael Hunts words, to bring a better life to the people of Vietnamon American terms. 15 The president would be disappointed on both counts. The punitive bombing of North Vietnam did little to interfere with Hanois support of the insurgents and nothing to term of speech in english resolve the internal political problems of South Vietnam. Moreover, military leaders complained that the presidents gradual response, of limiting the tempo and on art, ferocity of the of words, air campaign, unduly limited American military might. Questions On Art Nouveau. (Few worried as restlessly as Johnson about osu uhc thesis full-blown Chinese or Soviet intervention.) By the spring, it became clear the presidents policies in South Vietnam were failing. In June, Westmoreland officially requested additional troops as a stop-gap measure to save the ARVN from defeat. 16.

The decision to escalate in essay questions, Vietnam persists as one of the Ќ_‹, most controversial in twentieth-century American foreign policy. Competing interpretations revolve around the question of purpose. Was escalation chosen as a matter of policy, of containing communism abroad? Was it used as a way to test American capacity in nation-building, of expanding democracy overseas? Or did escalation flow from concerns about prestige and credibility, both national and political? Clearly Johnson considered all these matters in the critical months of essay questions early 1965, and it is plausible to argue that the president believed he had few alternatives given reports of South Vietnam being on the verge of collapse. Yet ultimately intervention was a matter of choice. 17 Johnson feared the political ramifications and personal consequences of losing Vietnam just as Truman had lost China. Thus, when Westmoreland sent a cable to the Pentagon in early June requesting 40,000 combat troops immediately and more than 50,000 later, hasty deliberations in the White House led to term paper support for essay questions MACVs appeal. As McNamara later recalled, South Vietnam seemed to be crumbling, with the only apparent antidote a massive injection of US troops. 18. The task now fell to persuasive on human trafficking Westmoreland to devise an offensive strategy to essay questions nouveau use these troops.

Realizing Hanoi had committed regular army regiments and battalions to South Vietnam, the Џ†±__€, MACV commander believed he had no choice but to contest this conventional threat. But he also had to provide security from the guerrilla, the questions on art nouveau, assassin, the terrorist and the informer. 19 MACVs chief intelligence officer drew attention to these diverse undertakings. As Phillip B. Ќ_‹. Davidson recalled, Westmoreland had not one battle, but three to fight: first, to contain a growing enemy conventional threat; second, to develop the Republic of Vietnams Armed Forces (RVNAF); and third, to pacify and protect the peasants in the South Vietnamese countryside. Each was a monumental task. 20 Far from being wedded to nouveau a battle-centric strategy aimed at persuasive speech on human, racking up high body counts, Westmoreland developed a comprehensive campaign plan for employing his forces that factored in more than just killing the essay, enemy. Speech On Human. Stabilization and security of South Vietnam formed the bedrock of Westmorelands three-phase sustained campaign. Phase I visualized the commitment of U.S. and allied forces necessary to halt the essay nouveau, losing trend by 1965. Tasks included securing allied military bases, defending major political and speech, population centers, and strengthening the RVNAF. In Phase II, Westmoreland sought to resume the offensive to destroy enemy forces and reinstitute rural construction activities. In this phase, aimed to begin in 1966, American forces would participate in clearing, securing, reserve reaction and offensive operations as required to essay questions on art nouveau support and essay, sustain the resumption of nouveau pacification. Finally, in chemosynthesis, Phase III, MACV would oversee the defeat and destruction of the questions on art, remaining enemy forces and Ќ_‹, base areas. It is important to note that Westmorelands plan included the term sustained campaign. 21 The general was under no illusions that U.S. forces were engaged in a war of annihilation aimed at the rapid destruction of the on art, enemy. Attrition suggested that a stable South Vietnam, capable of resisting the military and chemosynthesis, political pressures of both internal and external aggressors, would not arise in a matter of essay on art months or even a few years. Hanois political and military leaders equally debated the strategic concerns of time, resources, and capabilities. Johnsons decision to commit U.S. Term In English. combat troops forced Politburo members to reconsider not only the political-military balance inside South Vietnam, but also Hanois relationship with its more powerful allies.

To be sure, national communists like Vo Nguyen Giap had discussed the role of a long-term revolutionary war strategy and the importance of political education in military training. 22 By 1965, however, the on art, massive American buildup complicated strategic deliberations. Of Words. In December, Hanois leadership, increasingly under the sway of First Secretary Le Duan, promulgated Lao Dong Party Resolution 12, which outlined a basic strategy to defeat the Americans under any circumstances. The resolution placed greater emphasis on the military struggle as domestic priorities in on art, the North receded into chemosynthesis vs, the background. As a result, Le Duan battled with senior military officials like Giap over on art, the pace of term on parts military operations and the building of forces for a general offensive against the southern puppets. Escalation proved challenging for both sides. On Art. 23.

The strategic decision making leading to American intervention in Vietnam illustrates the difficulties of developing and implementing strategy for a postcolonial conflict in the nuclear era. Џ†±__€ ЌЛйЏїп. Even from Hanois perspective, strategy was not a straightforward process. A sense of contingency, of choices, and of action and questions on art, reaction permeate the critical years leading to osu uhc thesis 1965. Why Johnson chose war, and the restrictions he imposed on the conduct of that war, remain contentious questions. So too do inquiries into the nature of the threat that both Americans and their South Vietnamese allies faced. Finally, the relationship between political objectives and the strategy devised to accomplish those objectives offers valuable instruction to those researching the faith in, and limitations of, American power abroad during the Cold War. Essay. 24. From Escalation to persuasive on human essay Stalemate. Questions Nouveau. In March 1965, the first contingent of osu uhc thesis U.S. Marines landed at on art nouveau, Da Nang in Quang Nam province. Their mission, to defend American airbases supporting the bombing campaign against North Vietnam, called for setting up three defensive enclaves at Phu Bai, Da Nang, and Chu Lai.

As the summer progressed and additional army units arrived in country, Westmoreland sought authorization to expand beyond his airfield security mission. If South Vietnam was to speech survive, the general needed to questions on art nouveau have a substantial and hard-hitting offensive capability . . . with troops that could be maneuvered freely. 25 With the growing recognition that Rolling Thunder was not achieving desired results, the Pentagon gave Westmoreland the green light. The MACV commanders desires stemmed largely from his perception of the enemy. To the management planning, general, the greatest threat to South Vietnam came not from the National Liberation Front (NLF) insurgency but rather from main force units, both NLF and NVA. Westmoreland appreciated the long-term threat insurgents posed to nouveau Saigon, but he worried that since the enemy had committed larger combat units to battle, he ignored them at term on parts in english, his peril. 26. The Americans thus undertook offensive operations to provide a shield for the population, one behind which ARVN could promote pacification in the countryside.

By early October, the U.S. 1st Cavalry Division had expanded its operations into the Central Highlands, hoping to defeat the enemy and reestablish governmental control in the NLF-dominated countryside. Hanoi, however, had continued its own buildup and three North Vietnam Army regiments had joined local forces in nouveau, Pleiku province near the Cambodian border. In mid-November, the cavalrys lead battalion, using new techniques of helicopter insertion onto osu uhc thesis, the battlefield, collided with the NVA. For two days the questions on art nouveau, battle raged. Only the on parts of speech in english, employment of B-52 strategic bombers, called in for close air support, staved off defeat.

The battle of essay Ia Drang clearly demonstrated the necessity of conventional operationsWestmoreland could not risk NVA regiments controlling the critical Highway 19 and thus cutting South Vietnam in two. Џ†±__€ ЌЛйЏїп. But the clash raised important questions as well. Was Ia Drang an American victory? Would such battles truly impact Hanois will? And how could MACV help secure South Vietnam if its borders remained so porous? 27.

Despite the essay questions on art nouveau, attention Ia Drang drewWestmoreland publicly called it an unprecedented victoryrevolutionary development and nonmilitary programs never strayed far from MACVs sights. Westmoreland continued to stress psychological operations and civic action, even in the aftermath of Ќ_‹ ЌЛйЏїп Ia Drang. In December, he wrote the 1st Infantry Divisions commander detailing how the buildup of forces should allow for an increased emphasis on pacification: I am inviting this matter to essay on art your personal attention since I feel that an effective rural construction program is essential to osu uhc thesis the success of our mission. 28 Unfortunately, these early pacification efforts seemed to be making little progress as Hanoi continued infiltrating troops into South Vietnam and desertions from the South Vietnamese armed forces rose sharply. 29 Accordingly, Westmoreland requested an additional 41,500 troops. Further deployments might be necessary.

The request staggered the secretary of questions defense, who now realized there would be no rapid conclusion to speech trafficking the war. The U.S. Essay. presence rested on a bowl of jelly, McNamara recalled. His doubts, however, were not forceful enough to derail the presidents commitment to a secure, stable, and noncommunist South Vietnam. 30. When American and South Vietnamese leaders met at osu uhc thesis, Honolulu in early February 1966, Johnson publicly reaffirmed that commitment. While Prime Minister Nguyen Cao Ky and Chief of State Nguyen Van Thieu pledged a social revolution in Vietnam, Johnson urged an expansion of the other war, a term increasingly used to essay questions nouveau describe allied pacification efforts. 31 Concurrently, McNamara and Secretary of State Dean Rusk defined Westmorelands goals for the coming year. MACV would increase the South Vietnamese population living in secure areas by 10 percent, multiply critical roads and railroads by 20 percent, and increase the destruction of term paper on parts of speech in english NLF and essay questions nouveau, NVA base areas by on parts in english, 30 percent. To make sure the presidents directives were not ignored, Westmoreland was to augment the pacified population by 235,000 and ensure the essay questions nouveau, defense of political and speech on human, population centers under government control. Questions Nouveau. The final goal directed MACV to attrite, by years end, VC/PAVN forces at osu uhc thesis, a rate as high as their capability to put men in the field. 32. The Honolulu conference is a critical episode for nouveau understanding American military strategy in Vietnam.

The comprehensive list of strategic objectives presented by paper, Rusk and McNamara forced American commanders to consider the war as an effort in both construction and destruction. The conference also reinforced the necessity of thinking about strategy in broader terms than simply battle. Attrition of enemy forces was only part of essay questions a much larger whole. In one sense, pacification of the countryside was a process of trying to speech essay create political space so the government of South Vietnam (GVN) could stabilize. (The New York Times reported in April that a crisis in Saigon was snagging U.S. Essay Nouveau. efforts.) Yet MACVs own definition of pacificationthe military, political, economic, and social process of establishing or re-establishing local government responsive to and involving the participation of the peopleseemed problematic. 33 Critics wondered how foreigners could build a local government responsive to its people. Ќ_‹. Furthermore, the expansive nature of pacification meant U.S. troops would be asked to fight an essay questions on art nouveau, elusive enemy while implementing a whole host of nonmilitary programs. Thus, while Westmoreland and senior commanders emphasized the importance of winning both control over and support of the Vietnamese people, American soldiers wrestled with building a political community in a land long ravaged by war.

That they themselves too often brought devastation to the countryside hardly furthered the chemosynthesis vs, goals of essay on art nouveau pacification. 34. In important ways, waging battlea necessity given Le Duans commitment to a general offensive in South Vietnamundermined U.S. nation-building efforts in 1966 and underscored the chemosynthesis, difficulties of coordinating so many strategic actors. This management problem long had been a concern of counterinsurgency theorists. British adviser Sir Robert Thompson, a veteran of the Malayan campaign, articulated the need to find a proper balance between the military and essay questions nouveau, the civil effort, with complete coordination in all fields. Otherwise a situation will arise in which military operations produce no lasting results because they are unsupported by civil follow-up action. 35 The reality of management planning South Vietnam bore out essay questions on art nouveau Thompsons claims. Worried about Saigons political collapse, American war managers too often focused on short-term, military results. The decentralized nature of strategic implementation equally made it difficult to weave provincial franchises into a larger national effort. 36. This lack of coordination led to pressures for a single-manager to coordinate the increasingly vast American enterprise in South Vietnam. Number. (By the end of 1966, more than 385,000 U.S. military personnel alone were serving in questions on art, country.) In May, Westmoreland incorporated a new directorate into chemosynthesis vs, his headquartersCivil Operations and Revolutionary Development Support.

While ostensibly a South Vietnamese program, CORDS redefined the allied pacification mission. Questions On Art. 37 The directorates head, Ambassador Robert W. Osu Uhc Thesis. Komer, threw himself into essay questions on art nouveau, the management problem and management essay, assigned each senior U.S. military adviser a civilian deputy for on art revolutionary development. MACV now provided oversight for planning essay all of the on art, allied pacification-related programs: territorial security forces, the whole RD effort, care and resettlement of refugees, the planning, Chieu Hoi (Open Arms, or amnesty) program to bring VC [Vietcong] to the GVN side, the police program, the attempts to stimulate rural economic revival, hamlet schools, and so on. 38 In short, CORDS assumed full responsibility for pacification. If CORDS could be viewed as a microcosm of Westmorelands comprehensive strategy, it also underscored the difficulties of nouveau implementing so many programs at once. Physically controlling the population did not guarantee allied forces were making inroads against the insurgencys political infrastructure.

Improved security conditions did not necessarily win civilian hearts and minds. Revolutionary development tasks competed with other urgent operational commitments, further straining American commanders and essay number of words, their staffs. More importantly, pacification required a deeper appreciation of Vietnamese culture than most Americans possessed. 39 Senior officers labored to balance the competing requirements of attacking enemy units and performing civic action in the hamlets and villages. On the ground, many American soldiers made few distinctions between friend and foe when operating in the countryside. The armys personnel rotation policy, under which individual soldiers served for twelve months before returning home, only exacerbated these problems. With some units experiencing a 90 percent personnel turnover within a three-month period, the essay questions nouveau, pacification process was erratic at best. 40. As 1967 wore on, American journalists increasingly used words like stalemate and quagmire to osu uhc thesis describe the war in essay on art nouveau, Vietnam. Early-year operations like Cedar Falls and chemosynthesis vs, Junction City, though inflicting heavy damage on the enemy, failed to questions break Hanois will. At most, pacification was yielding modest results. Political instability in Saigon continued to worry U.S. Chemosynthesis Vs. embassy officials.

Both the White House and MACV thus found it ever more difficult to convince Americans at home that their sacrifices were generating results. 41 Even Westmoreland struggled to assess how well his war was advancing. Body counts told only questions nouveau, a fraction of the story. A lack of fighting in a certain district could either mean the area was pacified or the management, enemy was in such control that battle was unnecessary. Two years into the war, American soldiers remained unsure of their progress. (MACV and the CIA even debated the number of soldiers within the enemys ranks.) President Johnson, however, watched the growing domestic dissent with concern and, given the wars ambiguities, called Westmoreland and Ambassador Bunker home in support of a public relations campaign. In three appearances in 1967 MACVs commander reported to national audiences his views on essay on art, the ongoing war. Though guarded in osu uhc thesis, his commentary, Westmorelands tone nonetheless was optimistic given the essay nouveau, presidents desires to disprove claims of speech on human trafficking a stalemated war. 42. Hanois political and military leaders similarly deliberated their own progress in essay questions on art, 1967. Because of the American imperialists aggressive nature, the Politburo acknowledged the southern insurgency campaign had stalemated in the countryside.

Still, to Le Duan in particular, an opportunity existed. A strategic offensive might break the osu uhc thesis, impasse by instigating a popular uprising in the South, thus weakening the South VietnameseAmerican alliance and forcing the enemy to the negotiating table. A southern uprising might well convince the international community that the United States was unjustly fighting against questions on art nouveau, an internally led popular revolution. More importantly, a military defeat of the Americans, real or perceived, might change the political context of the entire conflict. 43. During the plans first phase, to be executed in late 1967, NVA units would conduct conventional operations along South Vietnams borders to draw American forces away from urban areas and to facilitate NLF infiltration into the cities. Le Duan planned the persuasive speech trafficking, second phase for essay questions nouveau early 1968, a coordinated offensive by insurgent and regular forces to attack allied troops and support popular uprisings in the cities and chemosynthesis vs, surrounding areas.

Additional NVA units would reinforce the essay questions on art, uprising in the plans final phase by assaulting American forces and wearing down U.S. military strength in South Vietnam. 44. Though Le Duans desired popular uprising failed to materialize, the general offensive launched in late January 1968 shocked most Americans, especially those watching the persuasive speech essay, war at home. Commencing during the Tet holiday, communist forces attacked more than 200 cities, towns, and villages across South Vietnam. Though not completely surprised, Westmoreland had not anticipated the ability of Hanoi to on art nouveau coordinate an paper on parts, offensive of such size and scope. The allies, however, reacted quickly and the communists suffered mightily under the weight of American and South Vietnamese firepower. Yet the questions nouveau, damage to the U.S. position in Vietnam, some argued irreparable, had been done.

Even in the offensives first hours, senior CIA analyst George Carver predicted that the degree of success already achieved in Saigon and chemosynthesis, around the country will adversely affect the image of the GVN (and its powerful American allies as well) in essay nouveau, the eyes of the osu uhc thesis, people. 45 Indeed, Tet had taken a heavy psychological toll on the population. After years of U.S. assistance, the Saigon government appeared incapable of securing the country against a large-scale enemy attack. Any claims of progress seemed artificial at best, intentionally deceitful at on art nouveau, worst. News reports about Westmorelands late-February request for an additional 206,000 men, followed soon after by osu uhc thesis, the presidents decision not to run for reelection, only reinforced perceptions of stalemate. Secretary of Defense Clark Clifford, who replaced McNamara in early March, wondered aloud how MACV was winning the war yet needed more troops. Public opinion mirrored growing doubts within Johnsons inner circle. A 10 March Gallup poll found only questions, 33 percent of Americans believed the United States was making progress in the war. Thus, Johnson approved only 10,500 additional troops for Westmoreland and in late March suspended all air attacks over North Vietnam in hopes of opening talks with Hanoi. Persuasive Essay. If the 1968 Tet offensive was not an outright turning point of the warmany historians still consider it to beHanois assault and Washingtons response brought about a shift in essay on art nouveau, American policy and management essay, strategic goals. Westmoreland, hoping for a change in strategy that would expand operations into the Cambodian and Laotian sanctuaries and thus shorten the war, instead received word in essay questions, late spring that he would be leaving Vietnam to become the Chief of Staff of the Џ†±__€, Army.

The best the general had been able to achieve was a long and bloody stalemate. 46. Historians have seized upon the Tet offensive and mid-1968 impasse as proof of a misguided military strategy crafted by a narrow-minded general who cared only for essay nouveau piling up high body counts. Such arguments should be considered with care. Far from being focused only on number, military operations against enemy main force units, Westmoreland instead crafted a strategy that took into account the issues of pacification, civic action, land reform, and the training of South Vietnamese units.

If Tet illustrated anything, it was that battlefield successesboth military and nonmilitarydid not translate automatically into larger political outcomes. Despite the questions, wealth of manpower and resources Americans brought to South Vietnam, they could not solve Saigons underlying political, economic, and social problems. Moreover, Westmorelands military strategy could not answer the basic questions over which the war was fought. Chemosynthesis Vs. In a contest over essay, Vietnamese national identity in osu uhc thesis, the postcolonial era, the U.S. mission in questions on art nouveau, South Vietnam could only osu uhc thesis, keep Saigon from falling to the communists. It could not convince the people a better future lay with an ally, rather than an enemy, of the United States. From Stalemate to Withdrawal. In June 1968, Creighton W. Abrams, a West Point classmate of Westmoreland, assumed command of MACV. Essay. Only a month before, the enemy launched a series of new attacks in ЌЛйЏїп, South Vietnam.

Dubbed mini-Tet, the offensive sputtered out essay questions nouveau quickly but produced 125,000 new refugees inside a society already heavily dislocated by years of on parts of speech in english fighting. Reporters were quick to essay nouveau highlight the differences between the outgoing and persuasive trafficking, incoming commanders. But Abrams, in Andrew Birtles words, differed from Westmoreland more in emphasis than in substance. Stressing a one war concept that viewed the enemy as a political-military whole, the essay questions on art nouveau, new commander confronted familiar problems. As one officer recalled, By the time Abrams arrived on the scene, there were few options left for changing the term paper, character of the war. 47 Certainly, Abrams concerned himself more with pacification and ARVN training. These programs rose in importance, though, not because of some new strategic concept, but rather because the essay questions on art nouveau, American phase of the war had largely run its course.

From this point forward, the wars outcome would increasingly rest on the actions of the Vietnamese, both North and South. While U.S. officials remained committed to an independent, noncommunist Vietnam, peace had replaced military victory as Americans principal national objective. 48. The inauguration of Richard M. Nixon in January 1969 underscored the diminishing role of South Vietnam in American foreign policy. The new president hoped to concentrate on his larger aim of improving relations with China and paper on parts, the Soviet Union. Such foreign policy designs hinged on essay questions on art, reversing the Americanization of the war in management essay, Southeast Asia while fortifying South Vietnam to withstand future communist aggression. As Nixons national security advisor Henry Kissinger recalled, the challenge was to withdraw American forces as an questions on art nouveau, expression of term on parts of speech policy and questions on art, not as a collapse. 49 Of course, Nixon, still the vs, Cold War warrior, remained committed to opposing the expansion of communism. Essay. Withdrawal from Vietnam thus required maintaining an image of strength during peace negotiations if the United States was to retain credibility as a world power and persuasive trafficking essay, a deterrent to on art nouveau communist expansion. Nixons goal of peace with honor thus would hold crucial implications for military strategists inside Vietnam.

50. In truth, Nixons larger policy goals complicated the planning essay, process of nouveau de-Americanizing the war, soon dubbed Vietnamization by Secretary of Defense Melvin Laird. In shifting more of the wars burden to the South Vietnamese, the president was quietly redefining success. Realizing, in Nixons words, that total military victory was no longer possible, the new administration sought a fair negotiated settlement that would preserve the independence of South Vietnam. 51 (Both Nixon and Laird believed flagging domestic support was limiting their options, long a concern of of words senior policymakers.) Abrams would preside over essay on art nouveau, an American war effort increasingly concerned with reducing casualties while arranging for U.S. troop withdrawals. Moreover, the impending American departure did little to planning settle unresolved questions over the most pressing threat to South Vietnam. In preparing to essay questions hand over the war, should Americans be training the ARVN to essay defeat conventional North Vietnamese forces or a battered yet resilient insurgency?

52. After a detailed examination of the war led by Kissinger, Nixon formulated a five-point strategy to end the essay questions on art nouveau, war and win the peace. The new policy depended first on term on parts, pacification, redefined as meaningful continuing security for the Vietnamese people. Nixon also sought diplomatic isolation of North Vietnam and placed increasing weight on negotiations in Paris. Gradual withdrawal of U.S. forces was the fourth aspect of Nixons strategy. As the president recalled, Americans needed tangible evidence that we were winding down the war, and the South Vietnamese needed to be given more responsibility for their defense. (Some ARVN officers balked at nouveau, the insinuation that they hadnt been responsible for osu uhc thesis their nations security.) The final element, Vietnamization, aimed at training and equipping South Vietnams armed forces so they could defend the country on their own. Of note, political reform in Saigon, largely a task for Ambassador Ellsworth Bunker, accompanied the military side of essay on art Vietnamization. Our whole strategy, Nixon declared, depended on whether this program succeeded. 53. For Abrams, the problem now became one of synchronizing all facets of his one war approach.

Back in August 1968, MACV had to persuasive essay fend off another enemy offensive, the third of the year. Without retreating from the essay questions on art nouveau, conventional threat, Abrams turned increasing attention to pacification. Under the influence of the new CORDS chief William Colby, the GVN initiated an Accelerated Pacification Campaign at years end. The campaign endeavored to upgrade 1,000 contested hamlets to Џ†±__€ ЌЛйЏїп relatively secure ratings by the end of January 1969. To provide political space for essay nouveau the Saigon government, U.S. Paper Of Speech In English. military operations increased dramatically to essay nouveau keep the enemy off balance, further depopulating the countryside and creating more refugees. 54 In truth, the essay number, war under Abrams was no less violent than under Westmoreland. Still, the on art, new MACV chief hoped to cut into the NLF infrastructure by boosting the chemosynthesis vs, number of those who would rally to questions nouveau Saigons side under the Chieu Hoi amnesty program, reinvigorating local defense forces, and neutralizing the insurgencys political cadre. Essay Number Of Words. 55 This last goal fell largely to essay Phoenix, an intelligence coordination program that targeted the NLF political organization for on human trafficking essay destruction by police and local militia forces.

MACV believed the defeat of the enemy infrastructure essential to questions on art nouveau preclude re-establishment of an operational or support base to which the VC can return. 56. While media attention often focused on battles like the costly engagement at planning, Hamburger Hill in May 1969, conventional combat operations overshadowed MACVs larger efforts to improve and modernize South Vietnams armed forces. For Abrams, any successful American withdrawal was predicated on improvements in this key area of Vietnamization. Essay Questions Nouveau. In the field, U.S. advisers trained their counterparts on small-unit patrolling and coordinating artillery support with infantry and persuasive trafficking essay, armor operations. On Art Nouveau. In garrison, the Americans concentrated on improving the ARVN promotion system and Џ†±__€, building an effective maintenance program. Moreover, ARVN leadership and morale needed attention to help reduce desertion rates.

So too did intelligence, logistic, and operational planning programs. Abrams also had to propose an essay, optimal force structure and help develop an operational approach best suited to ARVN capabilities. 57. Fundamental problems, though, faced Abrams in building up South Vietnams military forces. Number. After Nguyen Van Thieu, South Vietnams president since the September 1967 election, announced a national mobilization in mid-1968, the size of the regular army and essay, popular and regional forces increased substantially.

In two years, the total armed forces grew by 40 percent. Finding competent officers during this rapid expansion proved nearly impossible. Additionally, capable ARVN leaders, of which there were many, too often found themselves and ЌЛйЏїп, their units still relegated to secondary roles during allied maneuvers. 58 These officers consequently lacked experience in coordinating multifaceted operations required for effective counterinsurgency. Problems within the enlisted ranks rivaled those among ARVNs leadership. Newsweek offered a harsh appraisal of the on art, typical South Vietnamese trooper who was often dragooned into an army where he is poorly trained, badly paid, insufficiently indoctrinated about why he is fightingand, for Ќ_‹ Џ†±__€ ЌЛйЏїп the most part, led by incompetent officers. 59 Simply increasing the questions on art, number of soldiers and supplying them with better weapons would not achieve the larger goals of Vietnamization. Moreover, the essay number, ultimate success of on art nouveau Vietnamization depended on resolving perennial problems. Chemosynthesis Vs. Hanoi continued to send men and material into South Vietnam via the Ho Chi Minh Trail. North Vietnamese units still found refuge in sanctuaries along the Cambodian and Laotian borders. Thus, expanding the essay, war into Cambodia offered an opportunity to give the GVN the breathing space it needed. From his first day in office, Nixon sought to quarantine Cambodia. Vs. (Hanoi had taken advantage of the nominally neutral country by building base areas from which NVA units could infiltrate into questions on art, South Vietnam.) To Nixon and Kissinger, improvements in ARVN readiness and pacification mattered only if South Vietnams borders were secure.

On April 30, 1970, the vs, president announced that U.S. Essay Questions. troops were fighting in Cambodia. By expanding the war, Nixon was hoping to management essay shorten it. While officials in Saigon and Washington heralded the questions on art, operations accomplishmentsNixon stated that the chemosynthesis, performance of the essay on art nouveau, ARVN had demonstrated that Vietnamization was workingthe incursion into Cambodia left a mixed record. NVA units, though beaten, returned to their original base camp areas when American troops departed. By early June, the allies had searched only 5 percent of the 7,000 square miles of Џ†±__€ ЌЛйЏїп borderland despite having aimed to disrupt the enemys logistical bases.

Additionally, the ARVNs reliance on questions on art, American firepower did not augur well for a future without U.S. Essay Number. air and artillery backing. 60. Worse, the Cambodian incursion set off a firestorm of political protest at home. After Ohio National Guardsmen fired into a demonstration at Kent State University on May 4, leaving four students dead, a wave of antiwar rallies swept the nation, closing nearly 450 colleges and essay on art, universities. Less than four months earlier, the number of words, New York Times reported on on art, the My Lai massacre. In March 1968, with the Tet offensive still raging, American soldiers on a search and destroy mission had summarily executed more than 300 unarmed civilians. Claims of civilian casualties prompted an informal inquiry, but army investigators covered up the story for of words nearly eighteen months. 61 While most congressional leaders still supported Nixon, many began openly questioning the wars conduct. In early November, Mike Mansfield (D-MT) publically called Vietnam a cancer. Its a tragedy, argued the Montana senator. Its eating out the heart of America. Its doing us no good. Senator George McGovern (D-SD) joined the essay questions on art, chorus of dissenters, imploring Nixon to stop our participation in the horrible destruction of this tiny country and its people. The loss of support incensed the president. Nixon insisted that the pace of Vietnamization, not the level of dissent, determine U.S. troop withdrawals.

Still, domestic events clearly were circumscribing Nixons strategic options abroad. Chemosynthesis. 62. The discord at home seemed matched by questions, discontent within the ranks of U.S. Planning. troops remaining in South Vietnam. Essay. Though contemporary views of term paper a disintegrating army now appear overblown, clearly the strategic withdrawal was taking its toll on essay questions nouveau, American soldiers. Speech. By early 1970, with the on art, first units already departed Vietnam and more scheduled to leave, officers worried how the management, withdrawal was affecting their soldiers capacity to fight. One journalist recounted how talk of fragging, of hard drugs, of racial conflict, seems bitter, desperate, often dangerous. 63 A company commander operating along the Cambodian border with the 1st Cavalry Division found declining motivation among his troops disrupting unit effectiveness. The colonel wants to make contact with the enemy and essay on art nouveau, so do I, reported the young captain, but the vs, men flat dont. 64 Few draftees wanted to essay on art nouveau be fighting in Vietnam in the first place and even fewer wanted to risk being killed in a war clearly that was winding down. In addition, Abrams increasingly had to concern himself with racial polarization inside his army. Politically conscious African-American soldiers not only mistrusted their often discriminatory chains of command, but also questioned the wars rationale. Many blacks denounced the ideal of bringing democracy to South Vietnam when they were denied many freedoms at home. In short, the U.S.

Army in Vietnam seemed to be unraveling. 65. By the end of 1970, U.S. strength dropped to some 254,800 soldiers remaining in country. Kissinger warned that unilateral withdrawals were weakening the bargaining position of the United States in Paris, but Nixon continued with the redeployments to planning essay prove Vietnamization was on track. 66 With the new year, however, came the realization that NVA logistical bases remained intact. While the Cambodian operation had denied Hanoi the use of the Sihanoukville port, the Ho Chi Minh Trail continued to serve as a major infiltration route into essay questions, South Vietnam. An invasion of the Laos Panhandle, one ARVN officer recalled, thus became an attractive idea. Such an operation would retain the initiative for the RVNAF, disrupt the vs, flow of enemy personnel and supplies to South Vietnam, and greatly reduce the essay questions nouveau, enemys capability to Ќ_‹ ЌЛйЏїп launch an offensive in 1971. 67 The ARVNs spotty performance in the ensuing operation, Lam Son 719, further fueled speculations that Vietnamization might not be working as reported. Though Nixon declared the campaign had assured the next round of U.S. troop withdrawals, Kissinger worried that Lam Son had exposed lingering deficiencies that raised questions over nouveau, South Vietnams ability to bear the full burden of the on human trafficking, ongoing war. 68. If Kissinger agonized over on art nouveau, the need to balance negotiations with troop withdrawals and offensive operations to keep the enemy off balance, he was not alone.

Inside Hanois Politburo, Le Duan equally pondered strategic alternatives in the aftermath of Lam Son 719. Though only sixteen U.S. Osu Uhc Thesis. maneuver battalions remained in South Vietnam by early 1972, on all fronts the war appeared deadlocked. Le Duan hoped a new invasion would defeat the American Vietnamization policy, gain a decisive victory in 1972, and force the essay, U.S. imperialists to number negotiate an essay on art, end to the war from a position of defeat. 69 Abrams remained unclear regarding enemy intentions. Was a large-scale invasion an act of desperation, as Nixon believed, or a way to gain leverage in negotiations by controlling South Vietnamese territory? North Vietnamese strategists certainly were taking risks but not out of term paper on parts of speech in english desperation.

The 1972 Nguyen-Hue campaign aimed for a collapse of South Vietnams armed forces, Thieus ouster, and the formation of a coalition government. Failing these ambitious goals, Le Duan envisioned the essay questions on art, struggle continuing against a weakened ARVN. In either case, the chemosynthesis, Politburo believed its actions would totally change the character of the war in South Vietnam. 70. The subsequent Easter Offensive, begun on March 30, 1972, unleashed three separate NVA thrusts into South Vietnam. In some areas, the ARVN fought bravely; in others, soldiers broke and ran.

Abrams responded by questions on art, throwing B-52 bombers into the battle as Nixon ordered resumption of bombing in the North and the mining of Haiphong harbor. Gradually, yet perceptibly, the offensives momentum began to essay slow. Although North Vietnams spring offensive had ended with no dramatic battlefield victory, it had met its goal of changing the character of the war. 71 U.S. officials proclaimed Vietnamization a final success given that the on art nouveau, ARVN had successfully blunted the enemys assault. Overwhelming U.S. air support, however, quite literally saved many units from being overrun and, more intangibly, helped sustain morale during hard months of fighting. Equally important, North Vietnamese leaders made several errors during the campaign. The separate offensives into South Vietnam dissipated combat strength while placing overwhelming strain on logistical support capabilities.

Moreover, tactical commanders lacked experience in employing tanks and squandered infantry units in suicidal assaults. Osu Uhc Thesis. 72. By the essay questions, end of Џ†±__€ June, only on art nouveau, 49,000 U.S. troops remained in South Vietnam. Like his predecessor, Abrams was pulled to become the armys chief of staff before the guns had fallen silent. Throughout the chemosynthesis vs, summer and fall, stalemated discussions in Paris mirrored the military standoff inside South Vietnam. In October, Kissinger reported to Nixon a breakthrough with the North Vietnamese delegation and announced an essay questions, impending cease-fire. President Thieu fumed that Kissinger had conceded too much, allowing NVA units to remain in South Vietnam and refused to sign any agreement. The resulting diplomatic impasse, fueled by planning essay, Thieus defiance and Hanois intransigence, infuriated Nixon. By December, the president had reached his limits and essay nouveau, ordered a massive air campaign against North Vietnam to break the deadlock.

Nixon intended the bombing assault, codenamed Linebacker II, to induce both Hanoi and Saigon to return to the negotiating table. On December 26, the management planning essay, Politburo agreed to resume talks while Nixon pressed Thieu to support the armistice. The final settlement changed little from the essay nouveau, principles outlined in October. One month later, on January 27, 1973, the United States, North Vietnam, South Vietnam, and the Provisional Revolutionary Government signed the Paris Agreement on chemosynthesis, Ending the War and essay on art, Restoring Peace in Vietnam. 73. In large sense, Nixons use of B-52 bombers during Linebacker II illustrated the limits of American military power in osu uhc thesis, Vietnam. The press reacted strongly, referring to the bombing of urban targets in North Vietnam as war by tantrum and an act of senseless terror. 74 But by on art, late 1972, B-52s were the only tools left in chemosynthesis, Nixons arsenal. Despite years of effort and questions on art, sacrifice, the best the Americans could achieve was a stalemate only temporarily broken by strategic bombing. Many senior military officers, perhaps unsurprisingly, would point to essay Linebacker II as proof of a mismanaged war. They argued that if only civilian policymakers had been less restrictive in questions, setting unnecessary boundaries, those in term paper of speech in english, uniform could have won much earlier and at much less cost.

Such arguments, however, tended to discount the questions, larger political concerns of osu uhc thesis presidents and their advisers hoping to essay questions on art nouveau limit a war that had become the centerpiece of Ќ_‹ Џ†±__€ ЌЛйЏїп American foreign policy and one that had divided the nation. Questions On Art Nouveau. 75. Others advanced a different if only argument regarding U.S. military strategy for Vietnam. They posited that upon taking command of MACV, Abrams, deviating almost immediately from Westmorelands conventional methods, had changed the American approach to, and thus nature of, the war. This better war thesis found acceptance among many officers in whom a conviction endured that a better application of strategy could have yielded better political results. Yet senior American commanders, even before Westmorelands tenure at MACV, tended to osu uhc thesis see the war as a comprehensive whole and devised their strategy accordingly. Despite frequent heavy-handedness in applying military power inside South Vietnam, almost all officers recognized that the war ultimately was a contest for political power. Comprehending the complexities of strategy and effectively implementing it, however, were not one and essay nouveau, the same. Officers serving in vs, Vietnam quickly found that strategy included much more than simply drafting a plan of political-military action.

The complexity of the essay on art nouveau, threat, both political and military, confounded U.S. Essay. analysts and essay questions, staff officers. Westmoreland understood the chemosynthesis, important role played by southern insurgent forces but argued he could not stamp out these irregular termites without substantially eliminating the enemys main force units. Even ascertaining enemy motives proved difficult. Not long after Abrams took command, MACV still faced a real problem, following the Tet offensive, trying to figure out the enemys overall military strategy. 76.
